Evonne Silva
Vice President, Programs, Code for America

Evonne is an innovative lawyer, collaborative leader and systems thinker who has dedicated nearly twenty years to working towards social justice through direct service, advocacy, and public interest technology organizations. She has had ​​year-over-year success in designing strategies, programs and partnerships that drive organizations and their missions forward while ensuring impact and value for those served.

Currently, Evonne serves as the Vice President, Programs at Code for America. In this role, she works to strengthen strategic alignment and operational capacity across the organization so that its programs have the conditions to deliver direct and system-change impact.  Evonne previously worked as the Senior Program Director, Criminal Justice at Code for America to help government implement justice reforms that shrink the overall footprint of the criminal legal system. Her leadership helped to set the bold vision for how governments can automatically clear criminal records as a strategy to remove barriers to economic opportunity for justice-impacted individuals and families.

Prior to her work at Code for America, Evonne held leadership positions with the ACLU of Northern California, as a legal advisor, building and leading teams, driving process improvement and systems changes, and managing complex, collaborative projects. She has successfully designed and led policy advocacy campaigns across a range of issues with cross-sector stakeholders at several non-profit advocacy organizations. Evonne serves as a board member of Equal Justice USA and CORO of Northern California, and previously taught legal ethics at U.C. Berkeley School of Law.
